Put together by Jay & Nikomi Arroyo (Phlight), Bernardo Pena (Senor Peppers) and cheffed by Daniel Salcido (Phlight), Uptown Whittier is getting a nice culinary boost by way of Portsmouth, a raw bar & seafood restaurant touting craft beers and an all-French wine list.
