A neighbor of Joan's on Third is keeping tabs on the too-crammed cafe's expansion plans, which seem to always be six to eight weeks out. Two funny things found on Blackburn and Sweetzer: (1) Blogger Tasha stays away because she'll look like a cow if she ate there as much as she'd like, and Joan's has a cow plastered over the new dig's windows; and (2) someone responds in the comments that the Beverly Wilshire Home Owners Association is at the root of the delays because they're concerned about parking problems. What's worse, fighting the crowds for gourmet picnic fixin's or fighting for a parking spot?
