The Culver City Observer reports that the city council approved a smoking ban for all outdoor areas where food is served. Four of the five members were in a stalemate until one finally conceded that he'd approve no smoking only where food is served, but not in outdoor bar areas where food is not served (a fifth council member recused himself because he owns an Irish pub in the area).
