SANTA MONICA— Contrary to popular belief, Stefan's on Montana is not open yet. Just testing out the waters and training staff, a full debut comes Monday. The casual restaurant does not have a liquor license so BYOB is encouraged ($10), and will serve breakfast, lunch, and dinner.
