SANTA MONICA— Construction finally started about two weeks ago at 606 Boradway, the bottom portion of a new Living at Santa Monica apartment building. According to Grub Street the space will become Hostaria Del Piccolo, an offshoot from Venice's quaint beachside Italian haunt, Piccolo. [GS]
