A mystery ice cream shop called Lucky Scoops is applying for a beer and wine license in Westchester along Sepulveda, along the stretch occupied by Brooklyn Water Bagel and other chains. Headed by one Shoji Hijiya, the 2,000 square foot space will probably take on another name once it debuts. [ABC]
